Festival regulations
Article 1: Characteristics of the festival
1.1. Finále is a festival of Czech films.
1.2. The programme includes:
- competitive review of contemporary Czech feature-length movies,
- competitive review of contemporary Czech documentaries,
- non-competitive screenings of cinematic and TV production (feature-length and short-length production, feature films, documentaries, animated production etc.)
- accompanying programme set up by the organiser.
1.3. The time schedule including the order of screened movies and the selection of the films in non-competitive sections lie within the programme board, which is nominated by the organiser of the festival.
1.4. Unclear or unforeseen cases are to be arbitrated by the director of the festival.
Article 2: Festival organisation
2.1. The organiser of the festival is FINÁLE Plzeň, o.p.s. based Dominikánská 3, 301 00 Plzeň, Czech Republic, tel.: +420 378 035 400, e-mail: program@filmfestfinale.cz.
2.2. The producer of the festival is DOMINIK CENTRUM, s.r.o. based Dominikánská 3, 301 00 Plzeň, Czech Republic, tel.: +420 378 035 400.
2.3. Both, the organiser and the producer, cooperate with other units, which share the costs and organisation of the festival.
2.4. The advance workings and the festival process are operated by the director of the festival, who is nominated by the organiser of the festival.
Article 3: Festival dates
23rd festival of Czech films Finále happens from April 18 until April 24, 2010.
Article 4: Feature competition
(Competition rules, jury and awards, obligations of applicant and organiser)
4.1. An entitled producer or co-producer (thereinafter “the applicant”) can send up only Czech, or in Czech co-production made feature, animated or combined films, which had or will have a distributive premiere from April 24, 2009 until April 22, 2010 (including those of dates).
4.2. The applicant is understood as a film-maker (thus individual or artificial person) who is the holder, or one of the holders of the licence to an exercise of a right to use the cinematographic production including all contained author’s works and artistic performances. The applicant is also the holder of the exercise of a right to use the audio-visual record of the cinematographic work, or he has a share in these rights.
4.3. A Czech or respectively a co-production cinematographic work is understood as being one in which at least 20% of the entire budget were invested by a producer, who had his place of business or a registered office in the territory of the Czech Republic for at least 12 months immediately preceding to the day of publication of the cinematographic work. This cinematographic work was at the same time made with a Czech creative or technical participation in the extent corresponding to at least 20% of the overall production costs and in case the cinematographic work contains a spoken word the original version was made in Czech or supplied with Czech subtitles.
4.4. A feature film is understood as being of at least 62 minutes in length.
4.5. A film which is part of a series but creates a whole that may be independently judged and that fulfils the aforementioned requirements may also be entered in the competition.
4.6. The deadline for entry forms is January 31, 2010.
4.7. Submission of the application to the competition does not entitle to participate in the competition. The applicant films will be judged by the selection committee nominated by the festival organiser. This committee will carry out the selection of films to the competition. Films not selected to the competition may be screened out of competition.
4.8. Films entered in the competition are judged by a specialized international jury appointed by the organiser. Members of the jury cannot have participated in the creation of a competition film.
4.9. Subject to an agreement with the organiser, feature films entered in the competition may also be judged by non-standard juries.
4.10. The specialized jury confers the following awards:
- The Golden Kingfisher Award for the best competition feature film,
- Special Prize for outstanding achievement.
4.11. The Festival organiser confers the Audience Award which is based on audience voting.
4.12. With the agreement of the organiser, other non-standard awards may be conferred at the Festival.
4.13. The applicant entering a feature film in the competition shall:
- send a properly completed application form to the organiser,
- ensure, at his own costs, the delivery of a copy of the film with English subtitles (or with at least a dialogue list in Czech and English or with art subtitles in both languages) to the organiser one week prior to the Festival at the latest, unless agreed otherwise with the organiser,
- ensure publicity materials for the film at least to the extent as for the distribution premiere,
- allow the organiser one free competition screening of the film at the Festival cinema and, in the event of further need, other screenings based on an agreement with the organiser.
4.14. The Festival organiser shall:
- include in the Festival catalogue a contact to the film producer distribution rights owner in the Czech Republic and abroad,
- guarantee the distribution of supplied publicity materials to all local and foreign guests and journalists accredited for the Festival,
- guarantee equal advertising and publicity coverage in the Festival’s advertisement and promotional media for all entered films on the basis of the materials supplied by the applicant,
- invite, at its own costs, a film delegation based on an agreement with the applicant,
- ensure, at its own costs, that the film copy be delivered back to the applicant or to another place in the Czech Republic as specified by the applicant immediately after the end of the Festival.
4.15. A film that is selected for participation in the Festival must not be withdrawn from the Festival programme after its screening has been formally confirmed by the producer. If such situation occurs, the applicant shall compensate the organiser for any substantiated costs incurred in connection with the failure to screen the given film and the corresponding change of the programme.
4.16. By submitting the application form for the competition, the applicant expresses his agreement with this Regulation and shall adhere to all their provisions and to the terms and conditions of the competition which form an inseparable part of the application form.
Article 5: Documentaries competition
(Competition rules, jury, awards)
5.1. The documentary film competition takes place in one category regardless of the length of documentary. Only Czech films or films made in a Czech co-production that were produced between January 1, 2009 and January 1, 2010 and did not participate in the selection of films at 2009 Finále may apply in the competition by an authorized producer or co-producer (thereinafter “the applicant”).
5.2. As the applicant we understand the producer of a cinematographic work thus an individual or a corporation, which is a holder or one of holders of a licence to execute the right to use the cinematographic work including author crafts and artistic performances audio-visually used within the work and at the same time the rights of the producer of the audio visual record to the record of the cinematographic work or a share on them belong to him.
5.3. A Czech or respectively a co-production cinematographic work is understood as being one in which at least 20% of the entire budget were invested by a producer, who had his place of business or a registered office in the territory of the Czech Republic for at least 12 months immediately preceding to the day of publication of the cinematographic work. This cinematographic work was at the same time made with a Czech creative or technical participation in the extent corresponding to at least 20% of the overall production costs and in case the cinematographic work contains a spoken word the original version was made in Czech or supplied with Czech subtitles.
5.4. Films must be provided in one of the following audio and visual media formats:
- 35mm film,
- betacam,
- DVcam,
- DVD.
5.5. The deadline for entry forms is January 17, 2010. The subsequent selection of films for the competition will be carried out by the documentary competition programme board by February 15, 2010 at the latest. Films not selected to the competition may be screened out of competition.
5.6. Films entered in the documentary competition are judged by a specialized international jury appointed by the organiser. Members of the jury cannot have participated in the creation of a competition film.
5.7. The specialized jury confers the following award:
- The Golden Kingfisher Award for the best competition documentary
5.8. With the agreement of the organiser, other non-standard awards may be conferred at the Festival.
5.9. The applicant entering a documentary in the competition shall:
- send a properly completed application form to the organiser,
- ensure, at his own costs, the delivery of a copy of the film with English subtitles (or with at least a dialogue list in Czech and English or with art subtitles in both languages) to the organiser one week prior to the Festival at the latest, unless agreed otherwise with the organiser,
- ensure publicity materials for the film (synopsis, photographs from the film and photographs of the director, posters),
- allow the organiser one free competition screening of the film.
5.10. The Festival organiser shall:
- include in the Festival catalogue a contact to the film producer and distribution rights owner in the Czech Republic and abroad,
- guarantee the distribution of supplied publicity materials to all local and foreign guests and journalists accredited for the Festival,
- guarantee equal advertising and publicity coverage in the Festival’s media for all entered films on the basis of the materials supplied by the applicant,
- invite, at its own costs, a film delegation based on an agreement with the applicant,
- ensure, at its own costs, that the film copy be delivered back to the applicant or to another place in the Czech Republic as specified by the applicant immediately after the end of the Festival.
